It may kindly be noted that this matter has been discussed with ACSTCP on several occasions with reference to the Draft Development Plan of Barwala-2041, and Kot-Behla-2021 and Alipur-2021 Plans. No action has been taken on the file by the office even after lapse of more than one month. The Development Plan of Kot-Behla was published on 17.07.2008 for the perspective year 2021 and its term has ended on 31.12.2021. The Development Plan of Alipur was published on 11.01.2013 for the perspective year 2021 and its term has also ended on 31.12.2021. All the three plans i.e. Kot Behla, Alipur and Barwala (proposed) are in continuity to each other and cannot be meaningfully planned in isolation of each other. Now that the term period of Kot Behla and Alipur has already ended, these plans need to be revised for further perspective year of 2041.
It may also be noted that the Development Plan of Barwala-2041 is already under preparation. The published plan of Kot-Behla-2021, Alipur-2021 and the controlled Area of town of Barwala are placed at F/’A’ shown on a combined Google Image for ready reference. Accordingly it is proposed that we may prepare an Integrated plan of Kot-Behla/Alipur/Barwala by the name of Barwala Urban Complex Plan-2041, because the major growth driver in this area is the Barwala Industrial Estate and also because, Kot-Behla and Alipur too fall in the Barwala Block. An integrated plan would ensure equitable distribution of land uses keeping in mind the overall topology of the area and other planning parameters, optimum utilisation of land, continuity of road network and adequate conservation of ecologically sensitive areas etc., if any. The Department has already granted a few licences, CLUs as per the already published plan of Kot-Behla and Alipur, which shall be considered at the time of planning.
As has already been decided at the Government level, the Development Plans where there is overlapping of Municipal Corporation area and Controlled Areas, even there, the Plan preparation exercise is to be taken up by the Town and Country Planning Department. However, the concurrence of Urban Local Bodies Department shall also be taken before publication of the Barwala Urban Complex Plan-2041.
