These three dots "..." are called an ellipsis. They are probably the most misused punctuation mark on this site. They are used when omitting a section of a quote; they are not, and I repeat NOT, for the sake of your dramatic pause. The only thing that you should be using to create pause in your sentence is a comma.

So I did some research. It appears that your both right. With more formal writing, an ellipsis can be used only to indicate an omission. However, the use of ellipses in informal writing is both common and acceptable

Just to head anyone off, please realize that transcription has different rules. I'm sure you seen ellipses used for pauses in subtitles; It's not the same thing.
